Subsidies and Support for Immigrants in Portugal (2026)

Many people arrive in Portugal unaware that they are entitled to social support that can make a difference in their monthly budget. This list is updated annually — save this article in your favorites. Throughout the text, you will see who it is intended for, what the reference value is, and where to apply.

General Principle: Who is Entitled?

The basic rule is: if you have legal residence authorization and contributions to Segurança Social (Social Security), you have practically the same rights as a Portuguese citizen regarding social benefits. There are exceptions (some benefits require Portuguese citizenship, others require 1 year of residence), but the overwhelming majority are open to legal residents.

1. Social Integration Income (RSI)

Monthly support for households in poverty. Reference value (2026): 246 EUR/month for the holder, with increases for spouse (172 EUR) and children (122 EUR each).

Who is entitled:

• Legal residents for at least 1 year
• Household income below the threshold (varies according to the number of people)
• Registration at the Employment Center (if of working age)

Where to apply: Online or in person at Segurança Social Directa offices. You must sign an "insertion contract" that may include training, active job search, or social support.

2. Family Allowance for Children and Young People

Monthly support per child under 16 years old (or 24 if studying). The amount varies according to income bracket:

• 1st bracket (low income): ~165 EUR/month per child up to 6 years; then decreases
• 5th bracket (higher income): ~12-30 EUR/month

Who is entitled: all households with minor children, legal residents. Apply at Segurança Social Directa.

3. Unemployment Benefit

For those who have been dismissed (or ended a contract without fault). Requires:

• 360 days of contributions in the last 24 months
• Registration at the Employment Center within 15 days following termination

Amount: 65% of the average remuneration of the last 12 months, with a legal maximum and minimum. Duration: from 5 to 26 months depending on age and contribution time.

4. Housing Support — Porta 65 Jovem

Support program for rental for young people (up to 35 years) and couples (up to 37). Covers part of the monthly rent for 5 years.

Limits:

• Maximum rent depends on the municipality (in Lisbon it can go up to 750 EUR for T2)
• Household income below defined ceilings

Applications at portadahabitacao.pt or portaldahabitacao.gov.pt, generally in 4 periods per year.

5. Social Tariff for Energy, Water, and Telecommunications

Automatic discounts if you receive RSI, CSI, family allowance 1st/2nd bracket, or unemployment benefit. In some cases, it is necessary to apply actively, but in many, it is applied automatically. Ask your provider (EDP, Galp, MEO, NOS).

6. Solidarity Supplement for the Elderly (CSI)

For people aged 65 and over with low pensions. Guarantees a minimum monthly income of ~5,858 EUR/year (2026) — that is, Segurança Social adds what is lacking up to that value. Open to legal residents with 6 years of legal residence in Portugal.

7. Scholarships for Students (DGES and Municipalities)

For higher education students:

• School Social Action Scholarship (DGES) — covers tuition, food, accommodation. Average amount: 4,500-7,500 EUR/year. Application at dges.gov.pt.
• Municipal Scholarships — some municipalities (Lisbon, Porto, Almada) have their own programs. Check your municipality's website.

Open to legal residents who are students enrolled in a Portuguese institution.

8. Daycare Support

In effect since 2022: free daycare for all children up to 3 years old who are enrolled in public networks or IPSS with an agreement. Covers the monthly fee — food and extra activities continue to be paid. Immigrant parents have equal access as long as the child is living legally in Portugal.

9. Access to the National Health Service

All legal residents have access to SNS (National Health Service) under the same conditions as Portuguese citizens. In specific situations (children, pregnant women, victims of violence, contagious diseases), SNS provides care without questioning legal status.

How to register:

1. Go to the health center in your area of residence
2. Bring ID/CC or residence title + proof of address + NISS
3. Request registration with a family doctor (it may take a few months to have one assigned)

10. Legal Support (CPLP and Other Associations)

Several organizations offer free advice to immigrants:

• CNAIM (Lisbon, Porto, Faro)
• CPR — Portuguese Council for Refugees

• Solidariedade Imigrante

Precautions to Take

• Be cautious of "consultants" who charge under the table — almost all public support applications are free. If someone asks you for 200 EUR to "expedite," it is a scam.
• Online applications are almost all free — Segurança Social Directa, Portal das Finanças, Portal do SNS.
• Always keep receipts — as soon as you submit an application, keep the receipt (printed or in PDF). There is a history of applications that "disappear" without it.
