How to Obtain the NISS (Social Security Number) in Portugal — 2026 Guide

The NISS (Número de Identificação da Segurança Social) is your identifier in the Portuguese Social Security system. Without it, you cannot work legally, you do not receive salary with valid deductions, and you do not have the right to medical leave, family allowance, RSI (Social Insertion Income), or retirement pension. If you already have a NIF and número de utente, the NISS is the third number you will need.

Who Needs an NISS

  • Anyone who will work for someone else (employment contract)
  • Anyone who will work for themselves (freelance, sole trader)
  • Students receiving a scholarship subject to deductions
  • Parents who want to apply for family allowance, parental leave
  • Those who want to be entitled to medical leave, unemployment benefits, sick pay
  • Foreigners with residence authorization who want to access social support

Even if you are not starting work tomorrow, it is worth obtaining the NISS as soon as you have residency — there is no downside to having it without using it.

When to Apply

  • Before starting work — the employer needs the NISS on the first day
  • If you have already started without an NISS: the employer is obliged to apply for you (and the fine falls on them, not you). But it is better to already have the number.

Necessary Documents

  1. Identification document:
    • EU Citizen: Citizen Card or passport
    • Foreigner: passport + residence title (or AIMA proof of pending application)
  2. NIF (Número de Identificação Fiscal)
  3. Proof of address in Portugal (invoice, rental contract, or declaration)
  4. For foreigners: copy of the passport of all used pages (including entry stamps)
  5. For specific cases (CPLP, family reunification): proof of status

Where to Apply

Option 1: Online via Segurança Social Directa (faster)

If you already have Chave Móvel Digital or NIF + password authentication:

  1. Go to seg-social.pt → Segurança Social Directa → "Cidadão"
  2. Login with Chave Móvel Digital, NIF + password, or Citizen Card with reader
  3. Menu "Cidadão" → "Atribuir NISS"
  4. Fill out the online form
  5. NISS is assigned within 5-15 business days and sent by mail to your address

For many foreigners who do not yet have Chave Móvel Digital, this option is blocked — go for option 2.

Option 2: In-person at Loja de Cidadão / Social Security Service

  1. Schedule an appointment on the Portal das Finanças → "Marcação Online" → "Segurança Social"
  2. Or go without an appointment to a Loja de Cidadão (some have a Social Security counter) or a Social Security Service (in all district capitals)
  3. Bring the documents
  4. NISS is assigned on the spot in various cases, or sent by mail within 5-15 business days

Cost: Free.

Option 3: Through the employer (most common)

If you are starting work immediately, the employer submits the application via Segurança Social Directa when they communicate your employment relationship. The NISS is automatically assigned and appears on your first payslip.

This is the option that many foreigners end up using — you start working with NIF, let the employer handle it, and receive the NISS by mail.

How to Know Your NISS After Obtaining It

  • Letter from Social Security with the number
  • Payslip (included in the worker's data)
  • Segurança Social Directa platform after the first login

If you lost the letter and have never worked: go to the Loja de Cidadão to request an in-person consultation.

Common Errors and Situations

"I already have an NISS from my country, can I use it?"

No. Each country has its own system. The Portuguese NISS is specific — even if you have Brazilian Social Security (INSS), Angolan (INSS), or another, you need a Portuguese NISS to work in Portugal.

"I already have an NISS from when I was here years ago. Is it still valid?"

Yes. The NISS is lifelong — it does not expire or need renewal. Even if you have been away for 20 years, your NISS remains valid. Call 300 502 502 (Social Security line) or check at the Lojas de Cidadão.

"Can I transfer contributions from my country?"

For some countries, yes. Portugal has bilateral Social Security agreements with Brazil, Cape Verde, Angola, Morocco, the USA, Canada, the UK, and others. This means that years worked in one country count towards your retirement in the other. To activate: go to a Social Security Service with proof of the time worked.

"I am self-employed. How much do I contribute?"

By default, the monthly contribution is 21.4% on 70% of the average income from the previous 3 months. There is a minimum contribution (~20% of IAS, in 2026 ~110 EUR/month). Submit a quarterly declaration.

"I do not have legal residency but work informally. Can I have an NISS?"

Technically yes — the NISS can be assigned without residency if there is an employment relationship. But the employer who hires you without documentation is in an illegal situation and risks a heavy fine. The legitimate path is to regularize your residency first.

Rights Granted by the NISS

  • Salary with valid deductions (for future retirement)
  • Paid medical leave (after 3 days of waiting period)
  • Unemployment benefit (with at least 360 days of contributions in the last 24 months)
  • Parental allowance (mother or father)
  • Family allowance for minor children
  • Disability or old-age pension (with contribution time requirements)
  • Easier access to social support (RSI, supplements)
